what can we do as a city, as a community, what can we do to help you? and the answer was, you know, we really need equipment. i said, all right, well, i can see what i can do, there's a couple networks. and what we really would like is a way to help the community because as you've heard mentioned here a few times, this idea of post traumatic stress, it was prevalent. you can feel it. people were -- this was a month or so, two months after. every time there was an aftershock people were on edge. we were on edge, for crying out loud. we're wandering around under this rubble, i'm looking back at these pictures now and thinking, what am i, an idiot? these buildings are going to come down. if you look at these pictures commerce is taking place under it where in america they would close down the block. this where my family has always had its stall. we got to make a living. what else can we do? we don't have any medical training which kind of -- okay, you are fire fighters, i figured you had some. that was my naivete at the moment, i think i was a little overw

there are about 15,000 police officers in kabul, just the capitol city alone. trying to get your arms around that, it's really difficult to explain. here in the united states we have background checks, people know where you've been, what you've been doing since you were born. so by the time you are 18 years old, everybody knows who's who, you can go on to your facebook account and figure out what you've done for your last 18 years. you don't have that in afghanistan. a lot of these people that come in and want to be soldiers or policemen can only be veted by the elders in the village. so you don't know who you are. what we tried to do was bring in bio metrics and you'll probably read about that now, how do we reset and establish a good background way to determine who should be armed and who should be in uniform over there and who shouldn't be and that's some of the things we were doing. corruption is very real. but it's acceptable. we don't like it but in afghanistan, people accept corruption as a way of life. so another challenge was how do we change the mind

we have that in all our coastal cities. infrastructure regulations, you cannot build anything which is not 7.5, or less than a 7.5. if there is a mother who has no diapers and no food for their children, 24 hours and everything is, you know, no water, no nothing, people tend to go to a supermarket, absolutely broken, no one is in there, and start looting. so -- and it's something that you have to understand. so usually police, the armed forces time to react is very, very important. and in navy aspects we have a plan and we put that plan in effect and it works so it's very good, this kind of meetings because that is exactly what you are doing. naval effects as usual prove their flexibility and their capacity to remain in the affected areas for a long time without any logistical support so we can do a lot. that plan put the surface units in less than 24 hours. naval doctrine was highly effective. most of our ships -- the earthquake was at 3.34 and most of our ships get underway at about 4:00 or 4.10. one of them without a cap

i paid the police department and the city back. we put this together with a group of volunteerses, the original command center. the wonderful volunteers that exist in san francisco. not people advising you but people coming here doing stuff and they represented the great cross section of san francisco. had two retired school teachers who came to this temporary building everyday for five years, and provided administrative assistance. they were wonderful. one of them was mary louise green. dave ebberly -- you haven't heard that name. he was the guy bouncing around and i found out he was the volunteer driver of the emergency vehicle that we had which was parked in a fire house at the other end of the city and get a call at 2:00 o'clock in the morning and get in that vehicle, and i later learned -- i'm sorry dave. i didn't understand at the time. it was manual transmission and manual brakes and i wish i could have hired him and he he is and somebody was smart enough to bring him with when they had sufficient funds. i was assisted by th
